Negociar con el crimen organizado y el terrorismo

¿Qué es legítimo y qué no? ¿los gobiernos deberían negociar con estructuras terroristas y criminales para reducir el crimen y los homicidios? ambas preguntas, y muchas otras, surgen bajo este tema. En materia de seguridad y de negociaciones hay una constelación amplia de casos entre Estados, grupos insurgentes y guerrillas, pero menos con terroristas o bandas de narcotraficantes.
